Much of the attention has been on explaining the reasons behind the military campaigns in the Red Sea carried out by Ansar Allah (The Partisans of God), commonly known as the Houthis. The aim of this piece is to argue that the preoccupation with why Ansar Allah is attacking ships traversing the Red Sea is not a productive one. A more pertinent question to be asked is: why and how have their campaigns increased their <a href=\"https:\/\/www.nytimes.com\/2024\/01\/24\/world\/middleeast\/yemen-houthis-propaganda.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">popularity<\/a> both regionally and beyond?<\/p>\n\n\n\n<p>Following the wake of Hamas\u2019 October attack and Israel\u2019s disproportionate retaliation on Gaza, Ansar Allah have launched a number of missiles on Israel. Since November 2023, they also initiated military attacks on commercial vessels and ships navigating the Red Sea, <a href=\"https:\/\/www.theguardian.com\/business\/2024\/jan\/11\/global-trade-falls-houthi-attacks-merchant-ships-red-sea\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">disrupting global trade<\/a>. According to Ansar Allah\u2019s Armed Forces spokesperson, Yahya Saree, the attacks on ships linked to Israel in the Red Sea and Gulf of Aden are a campaign of solidarity with Palestinians and to exert pressure against Israel&#8217;s continuing war on <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/3\/15\/vessel-struck-in-red-sea-as-houthis-vow-attacks-on-more-shipping-lanes#:~:text=The%20Houthis%20have%20been%20attacking,attacks%2C%20al%2DHouthi%20said.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Gaza<\/a>. A few experts have expressed suspicion about Ansar Allah\u2019s claim of solidarity with Palestine \u2013 asserting it is as a <a href=\"https:\/\/www.healthing.ca\/news\/how-houthis-leverage-palestinian-cause-for-arab-street-cred\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ruse<\/a>. Edmund Fitton-Brown, former U.K. ambassador to Yemen stated, \u201cthis is not a liberation movement,\u2026[these are] feckless <a href=\"https:\/\/www.healthing.ca\/news\/how-houthis-leverage-palestinian-cause-for-arab-street-cred\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">thugs<\/a>.\u201d Although this latter viewpoint is an extreme one with the general analytical consensus not convinced that the group\u2019s actions are entirely ingenuous.<\/p>\n\n\n\n<p>The prevalent explanation of Ansar Allah\u2019s campaigns relies on the notion that they are motivated by a desire to gain otherwise abating domestic <a href=\"https:\/\/www.sbs.com.au\/news\/podcast-episode\/why-are-houthis-attacking-ships-in-the-red-sea-and-what-could-it-mean-for-conflict-in-the-middle-east\/g384sgqxm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">legitimacy<\/a>. One analyst recently <a href=\"https:\/\/edition.cnn.com\/2023\/12\/19\/middleeast\/red-sea-crisis-explainer-houthi-yemen-israel-intl\/index.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">asserted<\/a> that the war on Gaza has become an opportunity for Ansar Allah to rally around the Palestinian popular cause to gain domestic and regional legitimacy. This follows from a tendency within experts\u2019 circles to identify Ansar Allah as rebels, which makes the \u2018legitimacy\u2019 explanation acceptable. However, classifying them as such is inaccurate. Whether \u2018rebels\u2019 or \u2018terrorists\u2019 these categorisations aim to constitute them as illegitimate political actors. Yet, this depiction does not reflect the reality on the ground. Currently, Ansar Allah is the de-facto government that controls the northern part of Yemen. Since 2004, they have engaged in many wars and have also asserted themselves as a ruling power. They have shown extraordinary combat power, endurance, and capacity to fight long wars that can be very costly to their rivals, all while governing the areas under their control with an \u201c<a href=\"https:\/\/www.aljazeera.com\/news\/2019\/3\/26\/yemens-war-four-years-on-what-houthi-rule-looks-like\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">iron fist<\/a>\u201d. Their war with the Saudis-led-coalition is a good <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/00471178241231728\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">example<\/a>. Washington and Riyadh have been compelled to acknowledge the legitimacy of Ansar Allah through peace negotiations, which resumed last <a href=\"https:\/\/www.state.gov\/welcoming-talks-in-saudi-arabia-advancing-yemens-peace-process\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">year<\/a> seeking to put an end to the protracted war in Yemen. That these recent peace negotiations have stalled since October 2023, and Ansar Allah is <a href=\"https:\/\/www.state.gov\/terrorist-designation-of-the-houthis\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">re-listed<\/a> as a \u2018terrorist\u2019 group doesn\u2019t make the group less legitimate. It is likely that in the future, the US will remove them from the list once more to protect the interests of its long-term ally Saudi Arabia.<\/p>\n\n\n\n<p>There might be some merits to the claim that legitimacy is what drives Ansar Allah &#8211; after all, they are like any modern political movement constantly vying for political legitimacy. However, little media attention has been given to the rising <a href=\"https:\/\/www.columbiaspectator.com\/news\/2024\/01\/19\/pro-palestinian-student-groups-hold-divestment-now-rally-on-low-steps-call-for-tuition-strike\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">popularity<\/a> of Ansar Allah following their declaration that ships connected to Israel will be the target of their military operations. Whether ingenious or otherwise, an adequate question would be asking why their rhetorical and military campaigns have spawned their popularity even in the West? The answer can be inferred when observing Western political leadership\u2019s stance on Israel\u2019s vengeful war on Gazans. Their <a href=\"https:\/\/www.aljazeera.com\/opinions\/2024\/1\/17\/gaza-will-be-the-grave-of-the-western-led-world-order\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">complicit<\/a> response has \u201c<a href=\"https:\/\/theconversation.com\/western-moral-credibility-is-dying-along-with-thousands-of-gaza-citizens-220449\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">severely damaged<\/a>\u201d their \u201c<a href=\"https:\/\/theconversation.com\/western-moral-credibility-is-dying-along-with-thousands-of-gaza-citizens-220449\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">moral credibility<\/a>\u201d as the \u2018guardians\u2019 of universal human rights. As the Palestinian cause falls between the cracks of Western moral imperatives, many Western citizens in the US, Europe, and Australia, have been questioning their governments\u2019 moral credibility through weekly demonstrations and sit-ins that continue <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2024\/mar\/19\/palestine-movement-politics-gaza-war-protest\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">apace<\/a>.<\/p>\n\n\n\n<p>Nonetheless, many Western leaders incessantly <a href=\"https:\/\/www.standard.co.uk\/comment\/gaza-protests-london-palestine-b1146527.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ignored<\/a> them, and called their actions<br>\u201c<a href=\"https:\/\/www.theguardian.com\/commentisfree\/2023\/nov\/06\/pro-palestine-rallies-hate-marches-solidarity-helplessness-frustration\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">hate marches<\/a>.\u201d They failed to take any firm action against Israel under the pretext of Israel\u2019s \u2018right to defend itself\u2019. Instead, more voices of solidarity with Palestine have been repressed and accused of anti-Semitism, particularly in <a href=\"https:\/\/www.aljazeera.com\/opinions\/2020\/10\/1\/repression-of-speech-and-scholarship-on-palestine-needs-to-end\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Academe<\/a>. Western leaders ignored, muted, and suppressed voices that refuse to accept that tens of thousands have been slaughtered with such impunity. Subsequently, a large number of Western citizens have lost faith in their&nbsp; &nbsp;leaderships\u2019 legitimacy. The current campaigns leading to the recent US presidential election is a case in point. The cost of Biden\u2019s unequivocal support for Israel has saw it <a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/oct\/28\/democrats-biden-reelection-israel-palestine\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">lose<\/a> important democratic constituencies. <\/p>\n\n\n\n<p>Refusing to acknowledge that Ansar Allah\u2019s campaigns in the Red Sea are perceived by many of their citizens as an exposure of the West\u2019s moral <a href=\"https:\/\/www.aljazeera.com\/opinions\/2024\/2\/7\/houthis-couldnt-stop-genocide-but-exposed-the-wests-moral-bankruptcy\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">bankruptcy<\/a>, the US-UK coalition, ironically chose to reclaim their moral legitimacy by asserting that they must \u2018<a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/02\/19\/security-and-freedom-of-navigation-in-the-red-sea-council-launches-new-eu-defensive-operation\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">safeguard<\/a> freedom of navigation in the Red Sea\u2019. Yet, it is unclear what the US-UK attacks on \u2018Houthis targets\u2019 would save or achieve. Over the past nine years, the US, UK, France, and Australia have supported the Saudi-UAE war on Yemen by continuing to sell weapons and provide intelligence, thereby becoming <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/oct\/03\/yemen-airstrikes-saudi-arabia-mbs-us\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">complicit<\/a> in Saudi-UAE war crimes in Yemen. Still, they failed to undermine Ansar Allah\u2019s military capabilities. What these recent attacks could\/might achieve is further increase the popularity of Ansar Allah. They are likely to escalate popular discontent at home, and potentially further weaken the coalitions\u2019 leadership domestic power base. More tragically, the attacks dubbed as \u2018<a href=\"https:\/\/www.fdd.org\/analysis\/2023\/12\/20\/houthis-continue-threats-despite-new-u-s-led-multilateral-red-sea-operation\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">only<\/a> Houthi targets\u2019 will ultimately exacerbate the already devastating humanitarian conditions in Yemen- the result of nine years of relentless war and the <a href=\"https:\/\/www.refworld.org\/reference\/countryrep\/icg\/2016\/en\/112447\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">economic warfare<\/a> that was imposed on the country by the Saudi-led-collation. &nbsp;<\/p>\n\n\n\n<p>The excessive attention on whether Ansar Allah\u2019s solidarity with the Palestinians is genuine will not delegitimise them, nor will it re-patch the crumpling image of the West as the defender of universal moral imperatives. By dismissing the more pertinent question of why and how Ansar Allah managed to gain global popularity, Western political leaders would continue to be blindsided to the simmering resentments that have left many Western citizens and democratic constituencies disenchanted with their governments\u2019 responses to the events in Gaza.<\/p>\n\n\n\n<p><em><strong>The views expressed in the Near East Policy Forum are those of the authors and do not represent the views of the Near East Policy Forum or any of its partner organisations.<\/strong><\/em>\u00a0<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Recently, there has been a surge of interest in Yemen following the Houthi military campaign attacking ships traversing the Red Sea.
