{"id":1961,"date":"2024-08-27T16:09:58","date_gmt":"2024-08-27T06:09:58","guid":{"rendered":"https:\/\/nepf.org.au\/?p=1961"},"modified":"2025-12-04T12:05:26","modified_gmt":"2025-12-04T01:05:26","slug":"a-weaker-taliban-after-three-years-in-power","status":"publish","type":"post","link":"https:\/\/nepf.org.au\/index.php\/a-weaker-taliban-after-three-years-in-power\/","title":{"rendered":"A Weaker Taliban After Three Years in Power"},"content":{"rendered":"\n<p>Since the Taliban regained power in Afghanistan, the group is confident, faces no immediate challenge at home and is courted by the international community abroad.<\/p>\n\n\n\n<p>This confidence has been on full show with the Taliban celebrating their return with parades including fighter aircraft and weapons taken after the United States-led coalition <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-68612367\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">hastily withdrew<\/a> in August 2021.<\/p>\n\n\n\n<p>The Taliban have also built relationships with its neighbours, a world away from its pariah status between 1996 and 2001. Chinese and Iranian diplomats attended the parade and prime minister of Uzbekistan <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/uzbek-prime-minister-afghanistan-highest-level-visit-taliban-112915287\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">visited Kabul<\/a> for high-level talks in August. This comes after China became the first country to officially <a href=\"https:\/\/www.voanews.com\/a\/china-s-president-receives-afghan-ambassador-taliban-seek-recognition-from-russia-iran-\/7463837.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">host a Taliban envoy<\/a> in January after it <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/taliban-say-chinese-envoy-appointed-kabul-first-ambassadorial-appointment-since-2023-09-13\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">appointed its own ambassador<\/a> in Afghanistan last December.<\/p>\n\n\n\n<p>Trade has also increased, especially with China. The Taliban recently broke ground at the Beijing-funded <a href=\"https:\/\/thediplomat.com\/2024\/07\/a-new-dawn-for-afghanistans-mes-aynak-copper-mine\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Aynak Mas<\/a> mine, estimated to have the world\u2019s second largest deposit of copper. Chinese officials have also held several recent meetings with the Taliban, and the latter have been public in their desire to <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/taliban-says-plans-formally-join-chinas-belt-road-initiative-2023-10-19\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">join Beijing\u2019s Belt and Road initiative<\/a>.<\/p>\n\n\n\n<p>But the Taliban is not as strong as it looks. The group continues to face several problems it is either unable or unwilling to solve. While seemingly secure in the short-term, it could threaten to undermine its hold on power in the coming years.<\/p>\n\n\n\n<p>This includes the Taliban\u2019s continued oppression of women and girls, who are still denied an education and jobs in most sectors. According to UNESCO, 2.5 million school-age girls have been <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/8\/15\/taliban-deliberately-deprived-1-4-million-girls-of-schooling-un\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">denied their right to education<\/a>, while women were banned from <a href=\"https:\/\/www.sbs.com.au\/news\/article\/the-talibans-beauty-salon-ban-will-be-a-major-blow-to-womens-financial-independence\/0im1h396g\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">beauty parlours<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/2023\/aug\/27\/taliban-bans-women-from-national-park-in-afghanistan#:~:text=The%20ban%20was%20announced%20after,way%20of%20wearing%20the%20hijab.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">national parks<\/a> last year, cruel steps removing women from public spaces.<\/p>\n\n\n\n<p>Women also face extreme violence. The Taliban has <a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/03\/25\/taliban-leader-akhundzada-women-stoned-death-afghanistan\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">declared<\/a> stoning as punishment will return to Afghanistan, leading to the group ordering the <a href=\"https:\/\/8am.media\/fa\/taliban-sentence-woman-to-stone-in-balkh\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">stoning of a woman in Balkh province<\/a>. The <a href=\"https:\/\/www.info-res.org\/faq\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Centre of Information Resilience<\/a>\u2019s Afghan Witness project reports over <a href=\"https:\/\/www.afghanwitness.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">300 cases<\/a> of women killed by men since the Taliban\u2019s return, claiming it is the \u201ctip of the iceberg\u201d for gender-based violence in Afghanistan.<\/p>\n\n\n\n<p>The situation for women is so severe the United Nations declared it the \u201cworst globally\u201d and accused the Taliban of <a href=\"https:\/\/www.ohchr.org\/en\/stories\/2023\/07\/experts-taliban-treatment-women-may-be-gender-apartheid\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">gender apartheid<\/a>. The Taliban\u2019s its oppression of women remains a barrier to wider recognition from the international community, something the group wants and needs. Even China has <a href=\"https:\/\/apnews.com\/article\/china-afghanistan-pakistan-taliban-women-638cee9e2e3c9d552d5e0f29d2b87d9e\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">baulked<\/a> at legitimising the regime until women\u2019s rights are respected.<\/p>\n\n\n\n<p>The Taliban have also been unable to solve Afghanistan\u2019s dire <a href=\"https:\/\/www.rescue.org\/article\/crisis-afghanistan-what-you-need-know-and-how-help\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">humanitarian crisis<\/a> and this has left half the population in poverty and most needing urgent humanitarian support.<\/p>\n\n\n\n<p>Afghanistan remains heavily reliant on the international community for aid, with Washington the <a href=\"https:\/\/www.sigar.mil\/pdf\/evaluations\/SIGAR-24-12-IP.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">largest donor<\/a>, providing $2.6 billion since 2021. The US also still holds billions in frozen assets from Afghanistan\u2019s central bank, which the <a href=\"https:\/\/epaper.chinadaily.com.cn\/a\/202405\/10\/WS663d6d89a310df4030f51650.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Taliban says<\/a> \u201cbelongs to Afghanistan\u201d. This is a weak point for the Taliban, hostage to the West, who provide enough aid to keep Afghans alive, but not enough to rebuild the country.<\/p>\n\n\n\n<p>Afghanistan has also become a <a href=\"https:\/\/thehill.com\/opinion\/national-security\/4081833-thanks-to-the-taliban-afghanistan-is-once-again-a-hotbed-of-terrorism\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">hot bed for terrorism<\/a> under the Taliban, jeopardising the relationships of countries investing in Afghanistan and causing dangerous rifts within the region. A suicide bomber <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/taliban-reject-pakistans-claim-afghan-bomber-involved-deadly-attack-chinese-dam-2024-05-08\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">attacked a convoy of Chinese engineers<\/a> working on a dam project in northwest Pakistan in March, killing six people. Pakistan accused the Taliban-affiliated TTP \u2013 or Pakistan Taliban \u2013 of being behind attack, something the Taliban <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/taliban-reject-pakistans-claim-afghan-bomber-involved-deadly-attack-chinese-dam-2024-05-08\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">denies<\/a>. This comes after Islamic State <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/12\/12\/deadly-attack-on-kabul-hotel-popular-with-chinese-nationals\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">attacked a Kabul hotel<\/a> popular with Chinese nationals in 2022 and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-09\/isis-threatens-to-target-chinese-embassy-in-afghanistan-un-says\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">threatened to bomb the Chinese embassy<\/a> last year. Both are attempts to isolate the Taliban and make investment in Afghanistan a risky prospect.<\/p>\n\n\n\n<p>The surge in terror attacks has also caused a rift between the Taliban and Pakistan, long seen as close allies. The TTP has carried out several <a href=\"https:\/\/apnews.com\/article\/pakistan-militants-attack-soldiers-north-waziristan-468fbaaa276c2518a2fb12fa085d5ce1\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">attacks in Pakistan<\/a>, killing civilians and military personnel. Islamabad\u2019s response has been to conduct <a href=\"https:\/\/apnews.com\/article\/pakistan-target-militants-inside-afghanistan-e42fea3c9f2256b518325b808801c051\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">airstrikes<\/a> on Afghan soil and to <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/6\/30\/pakistan-to-start-second-phase-of-afghan-deportations\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">forcibly push<\/a> thousands of Afghan refugees back across the border, embarrassing the Taliban by violating Afghanistan\u2019s sovereignty.<\/p>\n\n\n\n<p>Afghanistan has always had its problems, but the Taliban have largely caused their own by oppressing women, funding terrorism and initiating policies that puts them at odds with their neighbours. While the humanitarian crisis can be blamed on both the Taliban and the West, the groups refusal to listen to the demands of the international community shows it is unwilling to govern responsibly.<\/p>\n\n\n\n<p>It is this attitude that eats away at its legitimacy. Look closer and the Taliban is weak, relying on brutality to compensate for bad governance. The recent <a href=\"https:\/\/www.afintl.com\/en\/202408182315\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">killing of four Taliban militants in Kabul<\/a> by the <a href=\"https:\/\/www.afintl.com\/en\/202408148650\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Afghanistan Freedom Front<\/a> is a timely reminder the Taliban not as strong as it appears and that it has rivals in Afghanistan.<\/p>\n\n\n\n<p>Regimes lacking legitimacy do not last long in Afghanistan, and can be quickly swept aside by domestic challengers or foreign powers. The Taliban\u2019s own history of rise, fall and reemergence confirms reality.<\/p>\n\n\n\n<p>The Taliban\u2019s power in recent years indicate the group is not cognisant of its own history.
