{"id":1968,"date":"2024-09-11T11:28:32","date_gmt":"2024-09-11T01:28:32","guid":{"rendered":"https:\/\/nepf.org.au\/?p=1968"},"modified":"2025-12-04T12:06:37","modified_gmt":"2025-12-04T01:06:37","slug":"turkmenistans-political-future-amid-growing-australian-ties","status":"publish","type":"post","link":"https:\/\/nepf.org.au\/index.php\/turkmenistans-political-future-amid-growing-australian-ties\/","title":{"rendered":"Turkmenistan\u2019s Political Future amid Growing Australian Ties"},"content":{"rendered":"\n<p>The appointment of Turkmenistan\u2019s first Ambassador at Government House in Canberra earlier this year signals an anticipated <a href=\"https:\/\/www.newscentralasia.net\/2024\/03\/16\/historical-moment-turkmenistans-first-ambassador-presents-credentials-in-australia\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">closer partnership<\/a> between Australia and the land-locked post-Soviet state in Central Asia. Yet the strengthening of ties between the two nations comes as domestic politics in Turkmenistan settles into a new pattern following last year\u2019s leadership transition that see the Central Asia state now governed by a father and his son.<\/p>\n\n\n\n<p>Australia and Turkmenistan have <a href=\"https:\/\/www.dfat.gov.au\/countries\/turkmenistan\/turkmenistan-country-brief#:~:text=Australia&#039;s%20Relationship%20with%20Turkmenistan&amp;text=Australia%20established%20diplomatic%20relations%20with,non%2Dresident%20accreditation%20to%20Australia.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u2018modest\u2019 relationships<\/a>, with diplomatic ties being established in May 1992 and economic trade last financial year totaling only US$1.1 million. Australia has no direct representations in Turkmenistan with the Australian Embassy in the Russian Federation holding non-resident accreditation for Turkmenistan. Yet the incoming Turkmen ambassador, Atadurdy Bayramov\u2019s presentation of his credentials to the Governor-General of the Commonwealth of Australia on 15 March this year signals a historic shift in the relationship and the intension to grow this currently modest trade partnership.<\/p>\n\n\n\n<p>The former Soviet state had for 15 years been ruled by Gurbanguly Berdymukhamedov, known as the Protector (Arkadag), who <a href=\"https:\/\/www.rferl.org\/a\/1074697.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">assumed the presidency<\/a> following the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.nytimes.com\/2006\/12\/21\/world\/europe\/21iht-turkmen.3978580.html&amp;ved=2ahUKEwjGrq-66aKIAxUW4zgGHUCGHrMQFnoECBkQAQ&amp;usg=AOvVaw2DAGCguCRcNRDnhovAIyhO\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">unexpected death<\/a> of the country\u2019s first leader, Saparmurat Niyazov \u2013 known as the Leader of All Turkmens (Turkmenbashy), in February 2007. A dentist by profession, Berdymukhamedov swiftly consolidated power, establishing a personality cult. His popularity was bolstered by viral video clips, rather than with his presidential responsibilities, showcasing activities, such as <a href=\"https:\/\/youtu.be\/QTs8SaY8QeU?si=D-keOj-myKOd-vK2\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">working out<\/a> with his Cabinet Ministers, <a href=\"https:\/\/youtu.be\/WSbM5VWnyO0?si=3Ui4PF68_Q7Mqqmg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">racing<\/a> cars, <a href=\"https:\/\/youtu.be\/KS546uLd26M?si=EH859Xa7gIiGPVhU\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">singing<\/a> songs with his nephew, and <a href=\"https:\/\/youtu.be\/FJP7XLj_UEU?si=tFuWL2oYPFIHtpZM\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">writing<\/a> poetry.<\/p>\n\n\n\n<p>In February 2022, after 15 years in office, Berdymukhamedov announced his intention to step aside for a younger generation, prompting <a href=\"https:\/\/www.rferl.org\/a\/turkmenistan-serdar-berdymukhammedov-presidency\/31726284.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">a snap presidential election<\/a> in March 2022. Despite nine candidates contesting the election, it was evident that the president\u2019s 40-year-old son, Serdar Berdymukhamedov, would win. Since 2016, Serdar had rapidly ascended the political ladder, holding positions such as a Member of Parliament (2016-2019), Deputy Governor of Akhal Province (2019-2020), Minister of Industry (2020-2021), and Deputy Chairman of the Cabinet of Ministers (2021-2022).<\/p>\n\n\n\n<p>Unsurprisingly, on 12 March 2022, <a href=\"https:\/\/centralasiaprogram.org\/meet-boss-boss-turkmenistans-presidency-serdarism\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Serdar Berdymukhamedov won<\/a> the special presidential election with 73 percent of the vote, marking the formation of the first modern Central Asian political dynasty in a presidential republic. <a href=\"https:\/\/www.chathamhouse.org\/2022\/03\/turkmenistans-dynastic-transfer-power-has-twist\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Gurbanguly Berdymukhamedov retained power<\/a> by amending the Constitution before his resignation, becoming the Chairman of the <a href=\"https:\/\/maslahat.gov.tm\/en\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Halk Maslakhaty<\/a> (People\u2019s Council), a supreme constitutional authority overseeing all decision-making processes of the country. This established a <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.chathamhouse.org\/2022\/03\/turkmenistans-dynastic-transfer-power-has-twist&amp;ved=2ahUKEwiFxJy07KKIAxUrzDgGHUijAFgQFnoECBUQAQ&amp;usg=AOvVaw1GDOLJHOYtXiRRyELOXTrD\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">duumvirate model<\/a>, with both Berdymukhamedovs governing concurrently and peacefully.<\/p>\n\n\n\n<p>Despite a seamless nepotistic leadership transition, Turkmenistan faces several challenges requiring immediate attention. The <a href=\"https:\/\/www.rferl.org\/a\/turkmenistan-coronavirus-fiction-turkey\/31029363.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">government has not officially acknowledged<\/a> the Coronavirus pandemic or its lingering impacts on the healthcare system, and continues to withhold statistics on deaths, infections, and recoveries. Additionally, the public faces <a href=\"https:\/\/progres.online\/tk\/ykdysadyyet\/nagt-pulamy-ya-da-kart-bilen\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">restrictions<\/a> on financial transactions and economic activities, such as opening small and medium businesses.<\/p>\n\n\n\n<p>Societal issues inherited from the former President include <a href=\"https:\/\/doi.org\/10.1145\/3543507.3583189\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">internet censorship<\/a>, high levels of <a href=\"https:\/\/timesca.com\/large-bribes-extorted-from-graduates-of-foreign-universities-in-turkmenistan\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">corruption in the educational systems<\/a> and lack of academic freedom, and <a href=\"https:\/\/www.civicus.org\/index.php\/media-resources\/news\/interviews\/5659-turkmenistan-there-is-nothing-resembling-real-civil-society-and-there-are-no-conditions-for-it-to-emerge\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">absence of genuine civil society associations or non-governmental organizations<\/a>. Turkmen citizens abroad encounter difficulties in <a href=\"https:\/\/freedomhouse.org\/country\/turkmenistan\/nations-transit\/2024\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">extending and renewing their international passports<\/a> due to restrictions on issuing passports abroad.<\/p>\n\n\n\n<p>Two years into his presidency, the bulk of these issues have not been addressed by Serdar Berdymukhamedov. Some small policies have been introduced amidst public outrage, which has culminated in <a href=\"https:\/\/www.rferl.org\/a\/turkmenistan-food-shortages-protests\/32539004.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">rare public demonstration<\/a>s. <a href=\"https:\/\/orient.tm\/en\/post\/48655\/turkmen-airlines-resume-international-flights-9-cities#:~:text=Turkmenistan%20Airlines%20will%20resume%20direct,in%20March%2DApril%20this%20year.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">International flights<\/a> to destinations, such as Dubai (UAE), Kazan and Moscow (Russia), and later to Abu Dabi (UAE), Bangkok (Thailand), Beijing (China), and Kuala Lumpur (Malaysia) have resumed. <a href=\"https:\/\/turkmenportal.com\/en\/blog\/38476\/turkmenistan-approved-a-new-procedure-for-extending-the-validity-of-a-foreign-passport\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">International passports<\/a> of Turkmen citizens abroad have been extended via a QR code stamp until December 2024, allowing only residence and travel within the host country.<\/p>\n\n\n\n<p>However, critical areas remain unaddressed. The economy continues to decline, with tightening <a href=\"https:\/\/progres.online\/economy\/making-sense-of-employment-in-turkmenistan-in-the-absence-of-reliable-statistics\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">employment opportunities<\/a> and restricted labour migration and travel abroad. Gender issues, including women\u2019s rights to bodily autonomy, clothing and freedom of movement, have worsened with new restrictions on <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/timesca.com\/turkmenistan-restricts-women-from-obtaining-driving-licenses\/%23:~:text%3DFrom%2520the%2520beginning%2520of%25202023,women%2520to%2520drive%2520a%2520car.&amp;ved=2ahUKEwio0J6H5KGIAxUdklYBHTsOJdgQFnoECBwQAw&amp;usg=AOvVaw1GjFcbGdTZfBmhcjbmnQQo\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">driver\u2019s licenses<\/a> and <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.rferl.org\/a\/turkmenistan-beauty-ban-salons-underground\/31868295.html%23:~:text%3DSince%2520April%252C%2520Turkmenistan%2520has%2520effectively,%252D%252D%2520has%2520also%2520been%2520banned.&amp;ved=2ahUKEwjAweiS5KGIAxXkk1YBHYKzPW4QFnoECBoQAw&amp;usg=AOvVaw03ts5UkrhBJ8jX4AZWaN0A\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">elective cosmetic surgeries<\/a> for women. Members of the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/tgeu.org\/the-lives-of-lgbt-people-in-turkmenistan-the-most-closed-off-country-in-eastern-europe-and-central-asia\/&amp;ved=2ahUKEwjqrIec76KIAxWUxzgGHWwAEEgQFnoECBwQAQ&amp;usg=AOvVaw0zAJPaScqcDFmO_YbHFl9e\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">LGBTQ+ communities in Turkmenistan<\/a> continue to face discrimination and their lives are endangered.<\/p>\n\n\n\n<p>In terms of foreign relations and trade, Serdar Berdymukhamedov continues his father\u2019s policy of \u2018permanent neutrality\u2019 (also known as \u2018<a href=\"https:\/\/www.routledge.com\/Turkmenistans-Foreign-Policy-Positive-Neutrality-and-the-consolidation-of-the-Turkmen-Regime\/Anceschi\/p\/book\/9781138993914?srsltid=AfmBOooavw6yuFkCXxeQ5KzHDEtFNAZ_BGQ2dyMoqMRo6AlhGDTWQ3In\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">positive neutrality<\/a>\u2019) and non-interference. The government avoids formal alliances and refrains &nbsp;from joining regional political or military blocs, such as the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/tass.com\/politics\/1505877&amp;ved=2ahUKEwju8rOx56GIAxWhklYBHeEEBhoQFnoECAwQAQ&amp;usg=AOvVaw0RsS_PN07T5zM2khfiLSN5\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Collective Security Organizations<\/a> (CSTO) and the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/idsa.in\/askanexpert\/TurkmenistanisnotamemberofSCOyet%253F&amp;ved=2ahUKEwjRy46-56GIAxW_2TQHHVp7ILYQFnoECBcQAQ&amp;usg=AOvVaw3l2D5X7ZvdgFdP-VtYRV06\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Shanghai Cooperation Organization<\/a> (SCO), to which some neighboring Central Asian states are members.<\/p>\n\n\n\n<p>Serdar Berdymukhamedov has completed significant diplomatic missions to <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/tass.com\/politics\/1463499&amp;ved=2ahUKEwi-37zV5qGIAxU9klYBHa2sLUcQFnoECBMQAQ&amp;usg=AOvVaw0TeMPdYijRXGjF6VIPvoJH\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Russia<\/a> and <a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/english.www.gov.cn\/news\/topnews\/202301\/06\/content_WS63b7e8bbc6d0a757729e52fc.html&amp;ved=2ahUKEwjI6fjm5qGIAxVZrlYBHRVkC2EQFnoECBYQAQ&amp;usg=AOvVaw1Z63ERST77uK2SfXnodHcg\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">China<\/a> emphasizing economic and energy partnerships, while exploring more opportunities with the Turkic world through the <a href=\"https:\/\/www.turkmenistan.gov.tm\/en\/post\/70740\/national-leader-turkmen-people-chairman-halk-maslahaty-turkmenistan-participated-extraordinary-summit-organization-turkic-states\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Organization of Turkic States<\/a>.
