{"id":1989,"date":"2025-06-20T12:49:41","date_gmt":"2025-06-20T02:49:41","guid":{"rendered":"https:\/\/nepf.org.au\/?p=1989"},"modified":"2025-12-04T12:09:08","modified_gmt":"2025-12-04T01:09:08","slug":"shifting-political-dynamics-in-lebanon","status":"publish","type":"post","link":"https:\/\/nepf.org.au\/index.php\/shifting-political-dynamics-in-lebanon\/","title":{"rendered":"Shifting Political Dynamics in Lebanon"},"content":{"rendered":"\n<p>Iran\u2019s forward defense strategy, coupled with strategic miscalculations, has led to a retrenchment of its role in Lebanon\u2019s domestic politics; a curtailment which in turn has reduced Hezbollah\u2019s power base. This weakening has resulted in a marked shift in the balance of power, tilting deterrence in favor of Israel, the US, and Hezbollah\u2019s opponents within Lebanon. The military <a href=\"https:\/\/www.foreignaffairs.com\/lebanon\/how-hezbollah-ends\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">degradation<\/a> of Hezbollah, compounded by the assassinations of its leaders, including its secretary general, and the lack of unity among its allied fronts, could be a transformative turning point in Lebanon\u2019s political landscape.<\/p>\n\n\n\n<p>A watershed moment occurred on 9 January 2025, with the election of Lebanese Armed Forces Commander General Joseph Aoun as the 14th President, followed by the appointment of Judge Nawaf Salam as Prime Minister days later. Both are seen as <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/lebanon-name-prime-minister-new-phase-begins-2025-01-13\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">independent<\/a> of the entrenched ruling class and not aligned with Hezbollah, marking the end of the pro-Hezbollah <a href=\"https:\/\/www.arabnews.com\/node\/2193236\/middle-east\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">caretaker<\/a> government that had presided over a two-year presidential vacuum.<\/p>\n\n\n\n<p>On 9 February 2025, a new government was formed, ushering in a new political era centered on <a href=\"https:\/\/nna-leb.gov.lb\/en\/%D8%B3%D9%8A%D8%A7%D8%B3%D8%A9\/761869\/salam-presents-ministerial-statement-outlines-gove\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">reform<\/a>. Its agenda prioritises Lebanon\u2019s multilayered crises: its financial and economic collapse, the reconstruction and recovery needs of Lebanon post-war, which stand at $11 billion according to the <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2025\/03\/07\/lebanon-s-recovery-and-reconstruction-needs-estimated-at-us-11-billion\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">World Bank<\/a>, and the implementation of UN Security Council Resolution <a href=\"https:\/\/unsco.unmissions.org\/sites\/default\/files\/s_res_17012006.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">1701<\/a>.<\/p>\n\n\n\n<p>Despite ongoing Israeli ceasefire violations, the fragile truce remains intact. However, Israel\u2019s occupation of <a href=\"https:\/\/www.newarab.com\/news\/dead-zone-why-israel-occupying-five-positions-lebanon\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">five<\/a> points in southern Lebanon prevents the Lebanese Armed Forces (LAF) from fully asserting control in the region. This enables Hezbollah to sustain its <a href=\"https:\/\/nowlebanon.com\/burying-infants-and-hezbollahs-weapon\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">justification<\/a> for retaining arms as resistance against Israeli occupation. According to the Lebanese Prime Minister Salam, <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/lebanon-hezbollah-weapons-israeli-intelligence-e6d57492?mod=middle-east_news_article_pos2\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">80%<\/a> of the Government\u2019s objectives in taking control of the south have been achieved, notably by dismantling non-state military infrastructure and strengthening the LAF\u2019s deployment. The government is determined to establish a <a href=\"https:\/\/www.newarab.com\/news\/lebanons-aoun-2025-will-be-year-state-monopoly-arms\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">monopoly<\/a> over arms, a move welcomed by international stakeholders as essential for reconstruction. In line with this goal, plans are underway to <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/06\/02\/plo-officials-in-beirut-to-advance-disarmament-of-palestinian-refugee-camps\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">disarm<\/a> Palestinian factions in Beirut\u2019s three refugee camps, reflecting a broader state-led effort to centralise coercive authority.<\/p>\n\n\n\n<p>The issue of Hezbollah&#8217;s weapons remains contentious. While some MPs present Hezbollah&#8217;s military capacity as a national asset, its social base perceives state disarmament efforts as <a href=\"https:\/\/arabcenterdc.org\/resource\/lebanons-post-hezbollah-day-after\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">politically marginalising<\/a>. Hezbollah has been <a href=\"https:\/\/www.naharnet.com\/stories\/en\/312858-report-hezbollah-quietly-ceding-posts-north-of-litani-to-army\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">quietly <\/a>ceding military posts to the LAF north of the Litani River, yet its <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/facing-calls-disarm-hezbollah-ready-discuss-weapons-if-israel-withdraws-senior-2025-04-08\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">conditional <\/a>readiness to confine its presence to areas south of this river raises questions about its future compliance and related risks of civil unrest. In this landscape, the LAF plats a critical role in preserving <a href=\"https:\/\/carnegieendowment.org\/research\/2020\/09\/playing-politics-international-security-sector-assistance-and-the-lebanese-militarys-changing-role?lang=en\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">stability <\/a>and containing tensions.<\/p>\n\n\n\n<p>The recent war has <a href=\"https:\/\/www.aljazeera.com\/features\/2025\/5\/26\/hezbollah-holds-firm-in-lebanons-municipal-elections\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">not<\/a> significantly eroded Hezbollah\u2019s popularity among its core Shia base, which remains loyal to both Hezbollah as well as pro-Shia group, Amal. Together, they hold a near-<a href=\"https:\/\/english.aawsat.com\/opinion\/5105893-shiite-duo-lebanon-its-rights-and-duties\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">monopoly<\/a> on Shia political representation in Lebanon, a community comprising approximately one-third of the population. <a href=\"https:\/\/www.reuters.com\/article\/economy\/feature-lebanons-postwar-reconstruction-far-from-complete-idUSL09225019\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Unlike<\/a> the post-2006 scenario, when Iran and Hezbollah directly oversaw the reconstruction process, thereby consolidating Iranian influence and reinforcing Hezbollah\u2019s domestic position, the current post-war rebuilding effort is being led by the Lebanese <a href=\"https:\/\/www.aa.com.tr\/en\/middle-east\/lebanon-s-reconstruction-aid-hinge-on-state-s-authority-over-arms-foreign-minister\/3534631\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">state<\/a>. Hezbollah <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/hezbollah-seeks-boost-lebanon-vote-disarmament-calls-grow-2025-05-23\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">alleges<\/a> that state authorities have obstructed the flow of funds arriving from Iran. This shift reflects both Iran\u2019s constrained financial capacity due to sanctions and economic crisis, and Western efforts to restrict the transfer of funds to Hezbollah through formal or informal channels.<\/p>\n\n\n\n<p>According to the American <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/hezbollah-seeks-boost-lebanon-vote-disarmament-calls-grow-2025-05-23\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">position<\/a>, the disbursement of foreign aid for the reconstruction of Lebanon\u2019s conflict-affected areas has been contingent upon the consolidation of state authority over arms. In parallel, Hezbollah\u2019s operational space has narrowed in key security sectors. At Beirut International <a href=\"https:\/\/english.aawsat.com\/arab-world\/5128740-beirut-airport-security-moves-curb-hezbollah%E2%80%99s-influence\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Airport<\/a>, several measures have been taken to enhance security and curtail Hezbollah\u2019s influence. The LAF has also intensified <a href=\"https:\/\/www.arabnews.com\/node\/2602658\/middle-east\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">efforts<\/a> to curb smuggling and <a href=\"https:\/\/www.lbcgroup.tv\/news\/lebanon-security\/857354\/article\/ar?utm_source=thewall360&amp;utm_medium=whatsapp-channel-sharing-thewall&amp;utm_term=whatsapp-channel-sharing-thewall&amp;utm_campaign=whatsapp-channel-sharing-thewall&amp;src=wac-share\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">closed<\/a> illegal crossings along the Syrian border, particularly in the northern and eastern regions, signaling a stronger commitment to asserting state control over Lebanon\u2019s sovereign frontiers.<\/p>\n\n\n\n<p>In South Lebanon, out of <a href=\"https:\/\/www.lbcgroup.tv\/watch\/chapter\/72677\/179906\/municipal-elections-in-south-lebanon-limited-violations-in-amal-hezbll\/en\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">272<\/a> municipalities, 127 were won by acclamation, while elections were held in the remaining 145. Although the Shia duo of Hezbollah and Amal, did not secure complete control, most of the winning lists were broadly <a href=\"https:\/\/www.newarab.com\/analysis\/what-lebanons-municipal-elections-say-about-hezbollahs-future\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">aligned<\/a> with Hezbollah and its political narrative. As such, some reports suggest that these results do not indicate a significant shift in political attitudes, which largely continue to favor the Shia duo. Rather than a rejection of the duo, the outcomes may reflect underlying <a href=\"https:\/\/www.kataeb.org\/articles\/%D8%A7%D9%84%D8%A7%D9%86%D8%AA%D8%AE%D8%A7%D8%A8%D8%A7%D8%AA-%D8%A7%D9%84%D8%A8%D9%84%D8%AF%D9%8A%D8%A9-%D9%88%D8%A7%D9%84%D8%A7%D8%AE%D8%AA%D9%8A%D8%A7%D8%B1%D9%8A%D8%A9-%D9%81%D9%8A-%D8%A7%D9%84%D8%AC%D9%86%D9%88%D8%A8-%D9%88%D8%A7%D9%84%D9%86%D8%A8%D8%B7%D9%8A%D8%A9-%D8%A8%D9%8A%D9%86-%D8%A5%D8%AF%D8%A7%D8%B1%D8%A9-%D8%A7%D9%84%D9%85%D8%A7%D9%83%D9%8A%D9%86%D8%A9-%D9%88%D8%AA%D8%AD%D9%83%D9%85-%D8%A7%D9%84%D9%85%D8%B5%D8%A7%D9%84%D8%AD-%D9%88%D8%A7%D9%84%D9%88%D9%82%D8%A7%D8%A6%D8%B9-%D8%AA%D9%83%D8%B4%D9%81-%D8%A7%D9%84%D9%85%D8%B3%D8%AA%D9%88%D8%B1#google_vignette\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">tensions<\/a> between the grassroots base and the political leadership.<\/p>\n\n\n\n<p>The municipal elections of May 2025 served as a political barometer, revealing shifts within Lebanon\u2019s sectarian power-sharing system; shifts which are likely to persist. Notably, shifts are <a href=\"https:\/\/today.lorientlejour.com\/article\/1455641\/all-eyes-on-the-2026-legislative-elections-and-the-post-hezbollah-amal-alliance-era.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">anticipated<\/a> in the distribution of parliamentary seats among Christian and Sunni representatives. The Lebanese Forces, a predominantly Christian party, are expected to expand their influence, likely gaining seats at the <a href=\"https:\/\/today.lorientlejour.com\/article\/1455161\/municipal-elections-fpm-faces-tough-challenge.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">expense<\/a> of their rival, the Free Patriotic Movement, widely viewed as the main enabler to Hezbollah\u2019s political dominance over Lebanon. The <a href=\"https:\/\/today.lorientlejour.com\/article\/1446070\/get-ready-for-the-2026-parliamentary-elections-ahmad-hariri-tells-future-movement-supporters.html?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">return<\/a> of former Prime Minister Saad Hariri, son of the slain Rafic Hariri, signals a potential reconfiguration of Sunni leadership. These dynamics are <a href=\"https:\/\/thebadil.com\/commentary\/the-weight-of-expectations-lebanons-uphill-struggle-for-reform\/?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">poised<\/a> to reshape the composition of the 2026 parliament. Meanwhile, the Shia duo continues to exert dominant control over the 27 parliamentary seats allocated to the Shia community.
