The United States and its Middle Eastern allies have been adamant about stifling the Iranian nuclear program; whereas Iran has asserted its right to pursue a civilian nuclear program. With the failed peace process, and the Middle East reeling in the aftermath of the 12 Day War, the potential weaponisation of the Iranian nuclear program is more important than ever. As this article explores, Iran has continued to pursue a nuclear program as a form of strategic deterrent, amid persistent threats to its state sovereignty from the US and its allies.<\/p>\n\n\n\n<p>In July 2015, Iran signed the&nbsp;<a href=\"https:\/\/www.cfr.org\/backgrounder\/what-iran-nuclear-deal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Joint Comprehensive Plan of Action<\/a> (JCPOA), in partnership with the five permanent members of the United Nations Security Council (UNSC) and Germany. The landmark <a href=\"https:\/\/edition.cnn.com\/2015\/07\/14\/politics\/iran-nuclear-deal\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">treaty<\/a> sought to defuse mounting tensions and prevent the <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/building-on-the-jcpoa-with-a-wmd-free-zone-in-the-middle-east\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">proliferation of nuclear weapons<\/a> in a region mired by protracted instability following the US-led <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/menasource\/how-the-war-in-iraq-changed-the-world-and-what-change-could-come-next\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">invasion of Iraq<\/a> in 2003, an ongoing <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-42008809\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">proxy-war<\/a> between Iran and Saudi Arabia (via their military interventions in the Syrian and Yemeni Civil Wars) and the contemporaneous military campaign against <a href=\"https:\/\/www.wilsoncenter.org\/article\/timeline-the-rise-spread-and-fall-the-islamic-state\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ISIS<\/a>.<\/p>\n\n\n\n<p>Broadly, the <a href=\"https:\/\/www.cfr.org\/backgrounder\/what-iran-nuclear-deal\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">agreement<\/a> subjected Iran to more rigorous nuclear site inspections by the International Atomic Agency (IAEA), restricted uranium enrichment and limited Iranian stockpiles of already enriched uranium. In return, sanctions against Iran would be gradually lifted, however, UNSC members reserved the right to impose \u2018snapback\u2019 sanctions if Iran was not compliant.<\/p>\n\n\n\n<p>Initially, Iran was seen as being <a href=\"https:\/\/www.theguardian.com\/world\/2017\/aug\/31\/iran-nuclear-deal-trump-un\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">fully compliant<\/a> with the agreement. However, in 2016, then Presidential candidate Donald Trump heavily criticised the <a href=\"https:\/\/www.reuters.com\/article\/world\/us-politics\/trump-election-puts-iran-nuclear-deal-on-shaky-ground-idUSKBN13427D\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">deal<\/a> and in 2018, once elected, unilaterally withdrew the US from the plan <a href=\"https:\/\/abcnews.go.com\/Politics\/trump-announce-us-withdrawing-iran-nuclear-deal-sources\/story?id=55017606\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">despite the objections<\/a> of America\u2019s allies. His cited <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/president-donald-j-trump-ending-united-states-participation-unacceptable-iran-deal\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">reasons<\/a> for this withdrawal included that: Firstly, the Iranian regime was contributing to regional destabilisation in order to pursue its aspirations for regional hegemony and so engaged in negotiations in bad faith. Secondly, the plan left Iran\u2019s nuclear program intact, enabling Iran to potentially develop nuclear weapons at the treaty\u2019s conclusion, and that harsher restrictions were needed to roll-back Iran\u2019s nuclear research and development capabilities. Thirdly, the plan did not address Iran\u2019s long-range missile capabilities, which presented a threat to American interests in the region. Finally, the Iranian Revolutionary Guards Corps (IRGC) was capitalising on the unfreezing of Iranian government funds to further arm Iranian regional proxies, including Hezbollah and the Houthis.<\/p>\n\n\n\n<p>Following American\u2019s withdrawal, Iran and its European partners attempted to salvage the deal and bypass US sanctions through the creation of an intermediary financial institution that would allow Iran-EU <a href=\"https:\/\/www.aljazeera.com\/economy\/2018\/9\/25\/eu-and-iran-agree-on-new-payment-system-to-skirt-us-sanctions\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">trade<\/a>. However, such hopes were ill-founded as the US repeatedly engaged in escalatory behaviour that demonstrated its disinterest in a negotiated settlement with Iran. The assassination of the IRGC\u2019s General Qasem Soleimani in 2020 was perceived by some observers as an <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/1\/3\/us-killing-of-irans-qassem-soleimani-an-act-of-war\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">act of war<\/a>, and while Iran\u2019s retaliation was <a href=\"https:\/\/theconversation.com\/iran-and-us-step-back-from-all-out-war-giving-trump-a-win-for-now-129615\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">restrained<\/a>, it gave cause to Iran to <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/1\/5\/soleimani-killing-iran-abandons-nuclear-deal-limits\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">cease abiding<\/a> by uranium enrichment limits as outlined in the JCPOA. The four year presidency of Joe Biden failed to produce any meaningful agreements between Iran and the US, due to the insistence of both parties on the inclusion of provisions outside the scope of the original JCPOA (including the removal of the <a href=\"https:\/\/www.reuters.com\/world\/iran-nuclear-deal-near-death-west-not-ready-pull-plug-2022-05-02\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">IRGC\u2019s terrorist designation<\/a>, or the curtailing of Iran\u2019s <a href=\"https:\/\/www.armscontrol.org\/act\/2021-04\/news\/efforts-restore-iran-deal-remain-stalled\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ballistic missile program<\/a>).<\/p>\n\n\n\n<p>Any semblance of a new Iranian nuclear deal was effectively rendered impossible following the significant <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/gaza-israel-iran-nuclear-strategy\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">escalation of regional tensions<\/a> as a consequence of Israel\u2019s on-going assault on Gaza following the Hamas-led attacks on October 7<sup>th<\/sup> 2023. Iran was accused in the Israeli press of having <a href=\"https:\/\/www.jpost.com\/israel-hamas-war\/article-800371\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">prior knowledge<\/a> of the attack despite <a href=\"https:\/\/edition.cnn.com\/2023\/10\/11\/politics\/us-intelligence-iran-hamas-doubt\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">initial reporting<\/a> to the <a href=\"https:\/\/abcnews.go.com\/Politics\/iran-direct-hamas-attacks-israel-us-israel-hard\/story?id=103831380\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">contrary<\/a>. However, after the Israeli air force bombed Iranian military sites in <a href=\"https:\/\/www.ispionline.it\/en\/publication\/what-comes-after-israels-strike-on-iran-188961\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">October 2024<\/a>, it was clear that a war between the two regional powers loomed. In June 2025, Israel launched its long-anticipated attack that, over 12 days, caused massive damage to both states&#8217; infrastructure and exacted a <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/26\/visualising-12-days-of-the-israel-iran-conflict\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">heavy toll<\/a> on its civilian population. Prime Minister Benjamin Netanyahu justified Israel\u2019s action amid <a href=\"https:\/\/www.theguardian.com\/world\/video\/2025\/jun\/13\/netanyahu-announces-launch-of-military-operation-against-iran-video\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">claims<\/a> Iran was on the verge of developing a nuclear warhead. However, observers also <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/israel-iran-latest-war-tehran-regime-b2770073.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">noted<\/a> Israel\u2019s goals included fomenting <a href=\"https:\/\/theconversation.com\/netanyahu-has-two-war-aims-destroying-irans-nuclear-program-and-regime-change-are-either-achievable-259014\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">regime change<\/a> in Iran. Despite extensive damage to the above-ground structures at key sites in Iran, underground facilities were <a href=\"https:\/\/www.csis.org\/analysis\/damage-irans-nuclear-program-can-it-rebuild\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">less affected<\/a> with US intelligence assessments indicating Iran\u2019s nuclear program had perhaps, at most, suffered a setback of several months, contrary to the <a href=\"https:\/\/edition.cnn.com\/2025\/06\/24\/politics\/intel-assessment-us-strikes-iran-nuclear-sites\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">boisterous claims<\/a> of the Trump Whitehouse. In short, the war neither engendered <a href=\"https:\/\/www.aljazeera.com\/opinions\/2025\/6\/24\/how-israel-failed-in-iran\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">regime change<\/a> nor dismantled Iran\u2019s <a href=\"https:\/\/mecouncil.org\/blog_posts\/as-renewal-of-iran-israel-war-looms-what-lessons-can-be-learned-from-june\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">nuclear program<\/a>.<\/p>\n\n\n\n<p>Historically, the most important factor slowing down Iran\u2019s developing nuclear weapons has, firstly, been Iran\u2019s own willingness to engage in negotiations with the US and secondly, its transparent dealings with the IAEA. The war fundamentally shattered this willingness to negotiate, with the Iranian government suspending its cooperation with the IAEA in July 2025 (even barring its Chief, <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/7\/2\/iran-president-signs-law-suspending-cooperation-with-iaea\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rafael Grossi<\/a>, from entering the country). Iran also signalled it would no longer adhere to the provisions limiting its nuclear enrichment; an announcement that marked the official <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/18\/iran-announces-official-end-to-10-year-old-nuclear-agreement\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">end of the JCPOA<\/a>. Since then, there are signs indicating an acceleration of a new nuclear facility dubbed \u2018<a href=\"https:\/\/www.csis.org\/analysis\/csis-satellite-imagery-analysis-reveals-possible-signs-renewed-nuclear-activity-iran\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pickaxe Mountain<\/a>\u2019 while Iran\u2019s 400kg stockpile of 60 percent enriched uranium remains <a href=\"https:\/\/www.pbs.org\/newshour\/world\/un-watchdog-hasnt-been-able-to-verify-irans-stockpile-of-near-weapons-grade-uranium-in-months\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">unaccounted for<\/a>; a stockpile sufficiently large enough to produce multiple warheads, should Iran choose to do so.<\/p>\n\n\n\n<p>The 12-Day war with Israel has highlighted how Iran\u2019s non-nuclear forms of deterrence, including its network of proxy-militias and long-range missiles, proved insufficient in preventing war being waged upon them. It has also likely almost certainly diminished Iran\u2019s perception of the US as a reliable partner for peace, and that the only way for it to survive as a fully sovereign state is for it to possess a <a href=\"https:\/\/www.chathamhouse.org\/2025\/06\/israels-strikes-might-accelerate-irans-race-towards-nuclear-weapons\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">nuclear deterrent<\/a>. Such concerns are perhaps best summarized by political scientist Vali Nasr, who in a recent <a href=\"https:\/\/www.aljazeera.com\/video\/the-bottom-line\/2025\/6\/29\/was-the-iran-war-to-establish-israels-control-over-the-middle-east\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">interview<\/a>, said that the 12-Day war had given Iran \u201ctotal encouragement to go nuclear because that remains the only deterrence to protect themselves.\u201d<\/p>\n\n\n\n<p>In the months that followed, analysts argued that the potential for another <a href=\"https:\/\/www.atlanticcouncil.org\/dispatches\/the-middle-east-is-on-the-brink-of-a-new-crisis-heres-where-it-could-start\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">regional war<\/a> was high, with the kidnapping of Venezuelan President Nicolas Maduro in January 2026 seen by some as \u201c<a href=\"https:\/\/www.aljazeera.com\/news\/2026\/1\/5\/trumps-abduction-of-maduro-escalates-concerns-over-potential-war-with-iran\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">giving momentum<\/a>\u201d to a second war with Iran. Such concerns came to fruition in February, when Israel and the US instigated another war with Iran and <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/confrontation-between-united-states-and-iran\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">killed its Supreme Leader<\/a> Ali Khamenei. Although a myriad of <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/why-is-us-attacking-iran-2026-03-01\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">justifications<\/a> were proffered, analysts have speculated that <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/3\/as-bombing-continues-israels-war-aim-in-iran-becomes-clear-regime-change\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Israel<\/a> and the <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/4\/trumps-endgame-in-iran-regime-change-without-us-boots-on-the-ground\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">US<\/a> are attempting to engineer total state collapse in Iran. Subsequently, the Iranian regime\u2019s perspective is that they are waging an <a href=\"https:\/\/theconversation.com\/iran-will-respond-to-us-israeli-strikes-as-existential-threats-to-the-regime-because-they-are-277176\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">existential<\/a> war. The election of Iran\u2019s new Supreme Leader, <a href=\"https:\/\/www.abc.net.au\/news\/2026-03-09\/who-is-irans-new-supreme-leader-mojtaba-khamenei-\/106431406\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mojtaba Khamenei<\/a>, indicates that hardliners have consolidated their power within the regime, meaning that Iran will continue to prosecute this war rather than capitulating to US demands.<\/p>\n\n\n\n<p>The war has since expanded across the <a href=\"https:\/\/www.bbc.com\/news\/articles\/c4g0pnnj8xyo\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Middle East<\/a>, without any clear avenue for de-escalation. Considering how <a href=\"https:\/\/www.npr.org\/2026\/03\/10\/g-s1-113081\/photos-iran-us-israel-war-middle-east-week-2\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">devastating<\/a> the war has been for <a href=\"https:\/\/www.washingtonpost.com\/world\/2026\/03\/03\/iran-us-war-israel-strait-or-hormuz-deaths\/2f4eecce-1735-11f1-aef0-0aac8e8e94db_story.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">all parties<\/a>, and the complete <a href=\"https:\/\/www.omanobserver.om\/article\/1185435\/opinion\/when-an-opening-for-peace-talks-was-derailed\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">failure<\/a> of the <a href=\"https:\/\/www.middleeasteye.net\/news\/oman-foreign-minister-dismayed-us-israeli-attacks-deal-reach\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">peace process<\/a>, there appears little incentive for Iran to dismantle its nuclear program. It appears that the only way for Iran to guarantee state survival is for it to <a href=\"https:\/\/www.aljazeera.com\/opinions\/2026\/3\/11\/irans-strategic-patience-tactic-failed-what-comes-next-could-be-far-worse\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">go nuclear<\/a>, which could have disastrous implications for the region as a whole.<\/p>\n\n\n\n<p>Editorial Note: This article was drafted and reviewed before the US and Israel commenced its war on Iran.
